The Path

A technical migration, not a war

It would be an aberration to attempt it the way it was done last century, through armed struggle. Today the tools are different: technique has evolved to levels of production and social administration that were unimaginable then.

A community-based, planned and self-administered economic system is perfectly feasible today, precisely because today there exists a capacity for recording and tracking that did not exist before.

What was missing before

What was missing before

Bitcoin can divide each unit into one hundred million parts (called satoshis) and trace every purchase or sale of each of those parts in a public registry. That, by itself, is not planning: it is traceability. And traceability is precisely the condition that was missing before.

Without detailed records there can be no serious planning. With them, there can.

The cell

The Calpulli: the cell of change

Every social organization that takes part in Altepetl is a Calpulli: the basic cell. It ranges from a group of neighbors in a remote rural community to a non-profit software developers' club. They do not move at the same speed or in the same direction; they are related and interdependent through the Altepetl community-work network.

A Calpulli is social organization + production + consumption + education, working in short, measurable, achievable iterative cycles —like agile methodologies— where the retrospective corrects the course:

  1. Resource gathering
  2. Consumption
  3. Organization
  4. Training
  5. Production
  6. Distribution and sales

Each Calpulli moves at its own pace, with its own identity. Never again imposed global economies.

Without that, everything else is literature

No speech changes a community's life. The first step of every Calpulli, abrupt and non-negotiable, is to change its material conditions: financial resources, infrastructure, tools. That change is the cornerstone that moves everything else.

Execution

Every need is attacked on three fronts at once

When a community registers a project, it is executed on three simultaneous lines:

1. The local Organism

Solves it with its own resources.

2. Altepetl

Documents the whole process and adapts solutions already built by other communities.

3. The State line

Researches which institutional programs can provide what the project needs.

Example: if the project is a library in the community's elementary school, the local organism can build it with its own resources, Altepetl can manage books and administration, and the State line can manage the creation of a community library with the corresponding institution.

The result: the solution is documented in a catalog. When another community has the same need, the project is already assembled. One community's work becomes everyone's inheritance.

Governance

Power diluted by design

Altepetl must minimize the concentration of power. The structure rises from the cell:

  1. Calpulli
  2. Community
  3. Collective
  4. Tlahtocan

Tlahtocan: a council of members distinguished in knowledge and experience.

No one "picks projects" from above: there is a priority list ordered by a strict hierarchy of criteria:

  1. Values of the organization. The supreme criterion; never displaced.
  2. Weight of the project. Calculated with attached research and analysis.
  3. Consensus. Documented agreement among those with voting rights.
  4. Seniority on the waiting list. The time registered without being attended.

No lower criterion can displace a higher one. And there are decisions where mathematics fall silent and the Tlahtocan speaks: when the heart must be heard, when the project touches many lives, when the numerical difference is a decimal, or when two legitimate parties dispute. In those cases there is no cold vote: there is debate to win the heart of the opposition.

In elections, before the vote comes reputation: the platform records each person's real work and only the best track records are enabled as candidates.
